3E - Dynamic Downtown – Revitalizing our Community’s Heart

Roxanne Eflin, Program Manager, Maine Downtown Center

Roxanne Eflin is the Program Manager for the Maine Downtown Center, a program of the Maine Development Foundation.  She oversees the Maine Downtown Network and the Downtown Institute and is a member of the Downtown Coalition.  She also serves on the Executive Committee of Southern Maine Regional Planning Commission. Roxanne was the Executive Director of Maine Preservation for ten years and has worked over 25 years to revitalize communities through historic preservation in the public and private sectors and through her consulting business, Preservation Planning Associates.

Shannon Haines, Executive Director, Waterville Main Street and Maine Downtown Center Advisory Council Member

Shannon Haines is the Director of the Maine International Film Festival and the Executive Director of Waterville Main Street which has incorporated the advancement of arts and cultural activities as a key strategy in its downtown revitalization efforts.  As a founding member of the Waterville Arts Council and a newly appointed member of the Maine Arts Commission’s Community Arts Committee, Shannon has been working to nurture the creative economy in Waterville and statewide for over six years.

Jon Edgerton, Co-chair, Maine Downtown Center Advisory Council

Jon Edgerton is a Vice President at Wright-Pierce, a consulting firm based in Topsham. He's worked with communities around the state for over 20 years on a variety of projects, including a large number focused on downtown revitalization and economic development. He's been a supporter of the Maine Downtown Center since its inception in 1999 and presently serves as a co-chair for the organization's Advisory Council.
